Boston, Massachusetts to Introduce New Cruise Passenger Arrival Fee in 2026 to Fund Flynn Cruiseport Upgrades
Boston is the latest in a growing list of U.S. cruise homeports introducing a passenger arrival fee to support port infrastructure improvements.
Starting in 2026, cruise passengers arriving in Boston, Massachusetts, will be required to pay a head tax, contributing to the funding of a $105 million upgrade project at Flynn Cruiseport.
The Massachusetts Port Authority (Massport) approved the new cruise arrival fee structure on February 11, 2025. The charge will begin at $3 per passenger in 2026, increasing by $3 each year until 2030, when it will reach $15 per person.
